Dr. Jeffrey V. Barnett is the Chief Executive Officer of Cyber Ops Consulting LLC and a retired U.S. Marine Corps Major with more than two decades of leadership in cybersecurity, critical infrastructure protection, and operational technology (OT) systems. A decorated veteran and engineer, he has led complex cyber operations, OT modernization efforts, and national workforce initiatives across defense, higher education, and industry.
As primary faculty for Saddleback College, Dr. Barnett authored and submitted a Department of Homeland Security (DHS) Request for Information (RFI) proposal to provide advanced cybersecurity training for Guam National Guard and regional critical infrastructure operators. His proposed curriculum included courses in Incident Handling (ECIH), Ethical Hacking (Pentest+), Digital Forensics (CHFI), SOC Operations, and ICS/SCADA protection, aligned with the DoD Cyber Workforce Framework (DCWF). Though the project remains pending, his instructional design and course syllabi were recognized for their practical, mission-oriented approach to defending critical infrastructure in the Pacific region.
Before transitioning to higher education, Dr. Barnett served as Middle East Plans Chief for U.S. Army Central Command (USARCENT), overseeing cyber-resilient architecture for base infrastructure and OT systems across the CENTCOM area of operations. As a Contracting Officer and Force Protection Officer at Al-Asad Airbase, he directed a $500M life-support and SCADA protection contract during Operation Enduring Freedom.
At Saddleback College, Dr. Barnett is a tenured Professor of Computer Science and Cybersecurity and lead faculty for the NSA/DHS-designated CAE-CD program, delivering DoD 8570/8140-aligned instruction in Linux, SOC operations, and OT security.
Dr. Barnett holds a Ph.D. in Computer Science from Nova Southeastern University, an M.S. from the University of Tennessee, and a B.S. from East Tennessee State University. He maintains professional certifications including (ISC)² CISSP, EC-Council CEH, ECIH, CHFI, ICS/SCADA Cybersecurity Professional, CompTIA Linux+ and Security+, LPI LPIC-1, and ScrumMaster®.
Based in Oceanside, California, Dr. Barnett continues to bridge defense-hardened experience with modern cybersecurity education and consulting. Outside of work, he is a passionate advocate for cyber education, veteran workforce development, and critical infrastructure resilience.

Hanan El Roby serves as the Chief Information Security Officer (CISO) and Chief Financial Officer (CFO) of Cyber Ops Consulting LLC, where she leads cybersecurity governance, risk management, and financial operations. She oversees the company’s compliance posture, internal control framework, and strategic investment in secure business processes, ensuring that Cyber Ops Consulting meets the rigorous expectations of its federal and defense clients.
As CISO, Mrs. El Roby provides executive oversight of data protection, vendor assurance, and security policy development. As CFO, she manages financial planning and contract accountability, integrating cybersecurity and fiscal governance into a unified risk management strategy.

George Good.

George Good serves as IT & Cybersecurity Support Specialist at Cyber Ops Consulting LLC. With a strong foundation in system administration and technical support, George brings a hands-on, solutions-oriented approach to strengthening client systems and supporting cybersecurity operations. His focus on reliability, user experience, and security alignment helps the firm maintain excellence across managed IT and compliance-driven engagements.
Previously, George served as an Information Technology Consultant at Wispry, providing Windows system administration and technical support for enterprise and small-business clients. He contributed to troubleshooting, patch management, and user system optimization across diverse environments. Prior to that, George studied Computer Science and Cyber Defense at Saddleback College, where he gained experience in Linux systems, cybersecurity fundamentals, and digital forensics.
George holds dual Associate of Science degrees in Cyber Defense and Computer Maintenance Technology from Saddleback College. He also maintains multiple industry certifications, including CompTIA A+ and a verified performance record from Cyber Skyline’s National Cyber League (NCL).
